I am very concerned about the future of our country, as our the designers of this NSPS system. However, this system may in fact be counterproductive to the stated goals to increase Homeland Security. To achieve success as an employee under NSPS, defined as increasing pay and promotion opportunities, you must, first and foremost, please your supervisor. By its very nature, this system will create a generation of -- yes, sir -- employees. In my organization we have all agreed not to disagree anymore come July. Yet,any core MBA program will tell you this culture has caused the downfall of many previously successful companies. The DOD philosophy has been to act more and more like a private entity. Surround yourself with employees and managers who are inherently pressured to not rock the boat in order to achieve personal success, you can just about predict what will happen to the enterprise. In the current system, you were not so much at the mercy of your boss. DOD needs to buckle up for the bumpy ride with NSPS.
