There's nothing wrong with the existing rules. If there are employees not performing their assigned duties, it's either the supervisor is too lazy to take the necessary action to correct the problem or the employee is one of the manager's favored employee. NSPS will not correct this problem since we're still dealing with the same supervisor. Not using the existing rules may cause some problem, do you really think eliminating the rules will fix the problem?
