Subpart C Section 9901.354 Loss in pay or grade is no longer an adverse action! In addition, the employee has no other alternative but to accept it. That isn't right. Let me ask you this: wouldn't you be upset if your manager reduced your pay or pay grade and you couldn't do anything about it? Most people are struggling these days and the LAST thing they need is a reduction in pay. With this regulation, managers can reduce pay or pay grades without having any valid reason. All they have to do is just input the reason on paper and that's that. A copy will undoubtedly be placed into the employee's personnel file so there will ALWAYS be a record. And, without a doubt, this will reflect upon the employee's ability to transfer elsewhere.
