A lot of my co-workers and friends are very concerned about this new system. It sounds like it is a good idea, however, we have a very hard time endorsing it because so many of us have very bad supervisors. We have seen favoritism, dual standards for males and females, conflict of interest decisions made by supervisors, supervisors who lack work ethics, such as you can't ask your employees to perform personal business for you, such as make travel arrangements for your wife, pack and unpack personal office items when moving, just to name a few. If supervisors already do this, some of us feel that this new system will just make it easier for supervisors to "blackmail" employees into doing what they want even if it is wrong. At one time in our dept, the Chief was just as bad as my supervisor. My Chief actual told me within the first week that I was hired that my supervisor was the only employee who was authorized overtime because he had a daughter in college. This GS12 supervisor would get approximately 20-30 hours of overtime per pay period and he still gets 20 hours of overtime per pay period even though we have changed Dept Chiefs. I guess my question is, how will this new system prohibit supervisors from abusing their power? The only thing we employees see is, we have no choice but to do everything our supervisor asks, even though it is wrong, because if we don't they will hold it against us hence leading to a poor evaluation and then to termination.
