I would like to address the pay banding structure for the Professional and Administrative Management Series. I feel that bands should be 5-11, 12-13, 13-14 (Leader), 15. I feel that the personnel doing execution within any structure should not exceed the GS-13 pay level. There should be another distinction which would be for GS 13-14 Top Level Experts or Management. The pay band should not allow woking level analysts to become GS14.
