I am an HR specialist with more than XX years in personnel in a DoD Agency; and more than XX years of dedicated service to the department.I well know the pitfalls and frustrations of our current system. But "throwing the baby out with the bathwater" is not the thing to do. Pay for perfomrance paralyzes managers during the pay pool/panel process. It will still be "good old boy/good old girl" system so why not leave the current one in place - at least people are familiar with it and have pretty much finished complaining about it. And it strips the unions of any real input to anything. There are things that need to be streamlined and revised but not everything. This new system improves nothing.
