The new labor relations system proposed by NSPS is a sham. The system is unbalanced, does not provide for any legitimate third party review, (FLRA) and is simply a way for the administration to bust federal sector labor unions. The administration is using the term "national security" to change a system that was developed in 1978. The Statute already has built in protections for management to act prior to negotiating. What the new system will do is alienate the voice of employees and their representatives in matters affecting working conditions. The government should set the standard for good, positive labor relations. What this system does is simply eliminate any vialble labor relations program. The ultimate outcome of such an inbalanced system, will be increased employee frustration, and difficulty to retain top employees. While the system in placeis not perfect, it is beneficial for employees to feel that they have input into an organization, and its mission. The result will now be that management will treat their civilian population like the military, and there will be dissatisfaction throughout the government. Employees will be told moved around, reassigned without regard to a collective bargaining agreement, or third party review, all in the name of national security. The tilt towards management in NSPS will have no credibility with the workforce. Without the FLRA reviewing possible unfair labor practices, and ensuring an equal playing field in the bargaining process, there might as well be no federal sector unions.
