Comments:
The bay banding structure for the Professional and Administrative Management series should include the following criteria. These bands should be established to span the following general schedule grades: GS 5-11, GS 12-13, GS 13-14 leader/management, and GS 15. The majority of journeyman level analysts within the PM organizations should not exceed GS-13 level pay. GS13-14 band should only include the top level experts, team leader/management type personnel. The majority of the program analyst positions at this location ( and all of those that I am familiar with are GS12 or GS13). The band should not be initiated to allow all GS13s working analysts to become a GS14.
