Comments:
1. Page 7560, Local market supplements: I read that these may differ by career group, pay schedule or pay band. If it costs more to live in a particular local market area it seems only fair to me that everyone in that location should get the extra pay, not just the select few. 2. Page 7560, Performance-Based pay: This is to be based on individual performance yet I see several references to organizational, team and pay pools. This doesn’t sound individualized to me. 3. Page 7560, Performance pay pool managers: Will they be local management or nameless faceless people at headquarters that just read a report and make their decisions in a vacuum. 4. Pages 7559 &7560, Pay Administration-Subpart C: This section looks to me that along with getting the funding for DoD through congress we will go through a process that that allows DoD to fund or not-fund pieces of the compensation package. How can I have confidence that my salary will not become even more of a political football than it now is. There will be a lot more players and therefore more turmoil. 5. Page 7574, DoDHR estimates the development and implementation cost to be $158M. Will local commands be forced to fund this from our existing budgets? This could mean a loss of jobs to pay for it. My overall feeling is that this proposal has been painted in brush strokes that are too broad. There are too many details being left out to tell how this will affect me. Why didn’t DoD present this proposal complete? To publish detail policies later seems a poor way to conduct business. Especially business that will affect the lives of so many of your employees. This proposal should be complete before it is signed into law.
