I feel that this new system is long overdue. The Federal Government has a history of rewarding employees for time spent rather than the value that they bring to the organization. For almost four years, I have witnessed the organization recruit younger employees for programs in the name of "transforming the workforce" only to send them packing a year later with RIF procedures. This is unfair and needs to be rectified. These younger employees (recent college graduates) have just as much right to career advancement as those who have spent 20 or 30 years in civil service. We are skilled personnel who can provide as much to the organization as the tenured individual, but rarely get an opportunity due to senior personnel sitting in the positions. Often, the younger employee is tasked to do the majority of work, while the GS-12s and GS-13s sit idly and collect a pay check. It is disheartening to be brought into the organization with the promise of growth and advancement, only to get sent packing a year later due to RIF procedures. Who is to say that I am any less of an employee than the 20-year senior who contributes naught to the organization? Why is the 25-year old professional with an MBA and proven experience treated as less of an employee because they are just starting their career? Many individuals are unhappy with the regulations because they are fearful of competition from highly-skilled employees new to the federal government. They are hesitant to accept change because they are well aware of the fact that many of their salaries are based on how long they have been able to fly below the radar and not on what skillset they currently provide. If you have sat in a position for over 20 years, then you should be secure in the fact that your contribution will be recognized. In this case, change is GOOD.
