Section: Performance Management, subpart D. Performance will be too easily rated by the supervisor due to a subjective basis. Example, my job requires me to be Warranted as a Contracting Officer. The purpose of this warrant is to allow to make INDEPENDENT business decisions that are lawful and in the best interests of the Government. Until now, we could do this, knowing even though a Manager would consider us a Non-Team player, because we did not buckle into the influence of management, we could not have it held against us in our performance rating. Also, when a person is warranted, they can fall under criminal statutes should they not follow the law. If anyone is naive enough to think that an organization is going to reward the quiet hard worker over the ones that pander only to the latest initiative, they have never really been in a Government organization.When you have no bottom line, or no consequences for failure like private enterprise has, there is no real reason for a Government manager to do the right thing when it comes to personnel issues.
