I HAVE WORKED FOR THE GOVERNMENT FOR 30 YEARS. HAVE BEEN ON BOTH SIDES OF THE FENCE, (MANAGEMENT AND EMPLOYEE) I DO NOT SEE HOW THIS CHANGE IS GOING TO HELP. IT STILL BOILS DOWN TO ONE THING' AND THAT IS IF THE BOSS LIKES YOU YOU GET THE COOKIES. THERE IS NO WAY YOU CAN TAKE THE PERSONALITY FACTOR OUT OF THIS PROGRAM YOU HAVE PURPOSED. AT LEAST THE EMPLOYEES HAVE A CHANCE IF THEY ARE UNDER THE PRESENT SYSTEM. UNDER THE RIGHT MANAGEMENT ALL EMPLOYEES WILL DO THEIR JOBS. MAYBE WE SHOULD GO ABOUT THIS FROM THE OTHER DIRECTION. UPPER MANAGEMENT IS FAT AND NEEDS TO BE SLIMMED DOWN, TRAINED AND TAUGHT HOW TO DO THIER JOBS/ THEN WE WOULDN'T HAVE THIS PROBLEM IN THE FIRST PLACE. I KNOW THAT THROUGH THE YEARS WHEN I HAVE HAD A BAD BOSS , I WILL SHUT DOWN, OR NOT PREFORM UP TO MY BEST. BUT IF THE BOSS IS FAIR AND (THIS MEANS TO ALL) THE CREW USUALLY PREFOMS WELL.. NO I DON'T LIKE THIS PLAN. PLEASE RECONSIDER THE FORMAT.
