It is not clear whether or not an individual who retires under this plan will lose their COLA after retirement. Under current systems federal retirees receive 1/2 of the COLA as compared to the federal employee. As far as we know, this does not impact retirees only civilians that are on board. The paypools for those employees on the roles will NOT get the general pay increase. It will be placed into the paypools for distribution annually based on ratings. It must be clearer on how this will affect the retiree who may plan to retire under this new system.
