Clearly after reading a page of the comments submitted I can only assume that the majority of the employees that took the time to read and understand NSPS are not looking forward to it. I can only hope that when DOD and OPM consider these comments as you formulate a final decision, you do not disregard our comments as you have disregarded the Unions when you came up with this prehistoric plan in the first place. The supervisors at Puget Sound Naval Shipyard cannot currently figure out how to fill out our Performance Appraisal Ratings (PARS) and now not only are we to expect them to all of the sudden know how to fill them out, but pay us according to them...if there is enough money left in the "pot". I oppose the new plan! The system we have now does need work, but the proposed plan will take us back years! If managers would follow the steps that are in place now (take the appropriate steps to discipline employees) there would not be such issues when it came time to fire poor performers. Unions serve a purpose that is necessary to ensure that all employees are being treated fairly. Include me in the list of people that will be looking for a new job, as I will not be looking forward to working for the DOD once these rules take effect. I choose to remain anonymous so I will not be the first one out the gate once NSPS goes into effect!
