under the current gs pay system, dod has the capaability of granting quality step increases to gemployees for outstanding work. no qsi has been granted in this dept. for over 5 years.. i would like to see the military evaluations compared with the civilian evaluations. we are decaying from bringing back people that were thrown out for being lazy incompetent or both and now thses people will be made supervisors and have powers over people who they could not begin to do their jobs. this is a plan for total collapse. the system will crumble from within, rot away like so much dead meat. then we must put the best face on a really broken system. stop the lying!!!
