5CFR,Chapter XCIX, Part 9901. Under this tried in the past (Merit System) and didn't work then, and now under a new name NSPS, this would allow for legal discrimination when it comes to pay for performance. There is a large turnover with DOD supervisors being military and they are not likely to want to justify promotions during their short tenure. What DOD wants is cheap labor and you tend to get what you pay for with incompetent, less motivated, underqualified employees. This will allow for the Good Ole Boy network to flourish and remain alive and well. I do not support such a system that allows management total control over who gets paid and how much.
