I have been a civil servant for over twenty years. Counting the military deposit there I total over 25 years of government service. The NSPS is NOT what the hard working civil servants need. Pay banding and the pay for performance would destroy all teamwork that binds us together. It would result in a KISS ASS nature to suck up to your boss, enticing perhaps the dog bone toss of a potential raise or award.
