DoD civilians joined the civilian workforce fully knowing they would not be treated like military; DoD knows this and agreed to it. The new regulations should only apply to those hired after the implementation of the new system. When many of the current workforce was hired, they were not told nor did they agree to be transferred to any place at the arbitrary choice of DoD. Putting so much power in the hands of managers will create corruption, favoritism, destroy morale, and create an environment that is non-productive. Power corrupts; the checks and balances required for an equitable and ethical resolution to problems will be non-existent in the new system. The feeble excuse that DoD needs a faster hiring system is fallacious. DoD does not need to change the whole GS system to create a faster hiring system. All it had to do was create a new hiring process. One last comment (which probably won't get read, as the screeners of these comments are probably stopping once they find the comment is against NSPS); why didn't DoD conduct a survey of DoD employees regarding the current system and get feedback on whether the system, or any particular areas, they felt needed to be changed, and how employees feel about the proposed NSPS regulations? I'm sure the answer is that DoD didn't want to hear that 85-90% of its employees are against NSPS (like the DHS survey results revealed). Again, a few within the Government are going to make a mess for many. Change for the sake of change is idiotic.
