9901.405 (b) (4) and 9901.406 (c): The bulk of the work of ensuring the success of the NSPS appears to be on supervisors and managers. I suggest an incentive of 5% of base pay for supervisors and managers. I didn't see an incentive for an employee to become a supervisor or manager in the Subpart C, Pay and Pay Administration.
