Comments below are referring to Federal Register, Part II DOD OPM document dated 14 Feb 2005, 5 CFR XCIX and Part 9901. Col 70, No. 29, Proposed Rules. Page 7553, para including text "The system will retain the core values of the civil service ..... based on performance, innovation, and results." Recommend: add the civil service core values in this paragraph. Page 7554, para including text, "Subsection (h) authorizes new standards and procedures ..... that fails to meet expectations." Change to read: ....that fails to meet realistic expectations." End of page 7557 - top of page 7558, para including text, "The specific procedures for that reconsideration process are not spelled out ....in internal DOD issuances." Recommend adding the DoD issuance that will allow the reconsideration in this paragraph. Page 7561, para including text, "The proposed system builds in the flexibility to modify..........during the course of a performance year." Add "realistically" before the word modify. Page 7562, para including text, "By the same token, ......feedback regarding behavior and performance." Add "realistic" before the word expectations. Page 7562, para including text, "Final determinations in setting expectations, ....are within the authority of the supervisor." Add "realistic" before the word expectations. Page 7575, para including text, "Management-workforce can be easily sized, shaped, and deployed to meet changing mission requirements." Define "deployed".
