Re: page 7560, Performance Payout. Clarification should be made as to what determines if payout will be made as increase to basic pay, a bonus, or a combination of these. This is crucial as "high 3" is based on basic pay and bonuses are not considered. Need clarification in the register re: "high 3" for CSRS employees. Since there is no longer an annual increase in basic pay, will "high 3" ever go up, if only basic pay is considered? Need clarification re: how all of this will affect retirement calculations. Page 7580. "Bonus" means an element of the performance payout that consists of a one-time lum-sum payment made to employees. It is not part of basic pay. So..performance payout should definitely be determined to be basic pay - and not a bonus. Need clarification re: how pay banding will be determined and how the factors re: performance evaluations will be determined - by whom and on what basis. Recommend implementation of new system 1 January 2006 to allow sufficient time for training - and to allow every employee to have a performance evaluation under the current system in 2005.
