My comments are addressed to the entire new system. I feel the new NSPS is way over due. The current Dept of Defense Personnel System is mired in red tape and little kingdoms that cause the supervisors to hire persons not qualified. In addition, Personnel determines who and what an organization needs in a position instead of the supervisor. This is the "Classification" kingdom. It is the single-most cause of the organization not obtaining the position or employee they need. The new NSPS does away with most of this. I also, feel that 99% of the supervisors are fair and want to give fair evaluations. The opposition is only talking about the 1%, which is inherent in any system. The new system gives the supervisor and management the latitude to reward and promote the employees who excel. This is great!
