9901.343 Pay reduction based on unacceptable performance and/or conduct. The military do not get a reduction in pay for unacceptable performance. Instead, they may not get the promotion or raise, so why should a federal civilian be mistreated by up to a 10% reduction in pay? Through many years of experience, dog trainers have developed a successful training technique that rewards good behavior. By reducing a federal civil service employee's pay, NSPS is using negative reinforcement to produce the desired result and is therefore treating the federal civil service personnel with less respect than our dogs.
