Question 1: Will civilians have to PCS to other bases, like the military forces do? Question 2: Will civilians have a better chance of promotion, if warranted, within their current regions? Question 3: Will Supervisors/Managers be monitored, to see if they are being fair when they give out on-the-spot-awards, PARS or other type of awards?
