On page 7555 the third KPP says NSPS will be credible, trusted, open, clear, and accountable. Because there is so much that is undefined in this proposal, I don't see how NSPS can be any of these things. Do what you say you want NSPS to do - call back this federal register notice, and publish a new one with all the issuances, policies, etc.
