RIN#3206-AK76/0790-AH82 SUGGESTION 1: When you make the pay bands, base them on a scale from 1 to 5, or 1 to 10 with descriptions for performance based on this scale. It will make the requirements easier to understand and follow, as well as keeping them fair for everyone. SUGGESTION 2: The appeals process could potentially become too overwhelmed too quickly if all appeals Nation/Worldwide all funnel down to only one location with only 3 people on the review board. A recommendation would be to have one review board in each state and one to cover employees outside the continental U.S. SUGGESTION 3: Will the NSPS Board allow the Unions to assist in the developement of this program, or will they merely be sidelined until the board makes decisions, only later to be commented on by the Unions? My recommendation is to allow the Union Representatives be a part of the development so all stakeholders can be represented fairly and so the program could be implemented more quickly. SUGGESTION 4: When the DOD assess various job descriptions, to determine which ones will receive more, less, or the same pay, are the researchers going to base the new pay scales upon highly visable, highly responsible, highly technical, or most hazardous criteria? Or will they combine them all, giving an across-the-board rate? CONCERNS/QUESTIONS: If an individual is deployed into a "War-Zone", then will he receive Hazardous Duty or VA benefits? Will he have access to American Military Hospitals if he's injured in any fashion? Or will he have to submit to whatever is available from the Red Cross or Red Cressant? What Health and Dental Insurance Plans will be in affect? Will we be required to pay co-pay's? Will there be a ceiling on the dollar amount of medical benifits recieved? Will we have to pay Income Taxes? Would we be covered under the Geneva Convention? Is there a minimum or maximum time frame a member can be deployed? If injured or killed, while deployed, will the VA be involved? What happens to an individual, who is given a choice between deploying and loosing his or her job. Will family members' medical conditions be a consideration in decling to deploy? If he is deployed, would family care be provided for the family left behind? What happens to the Technician's military status if he's Guard or Reserve? How does he perform his Drill requirements? Does he collect military points if he is deployed?
