The changes described by NSPS is long and complicated. I need more than 30 days to be able to fully read and provide comments on it. However I have a few suggestions and general questions at this time. (1) Previous briefings were unable to answer questions because the NSPS was incomplete at the time. DoD should provide the workers a briefing in plain English on the NSPS in the Register and why and what it will do. (2) What happens to COLA under NSPS and pay banding? (7580?) (3) How can we be sure that NSPS will not be used as a tool to freeze the pay of DoD civilian workers? (7580?) (4) How are you going to ensure that the rating/evaluation system is fair? (5) How can the NSLRB be fair and independent if it is an entity of DoD and its members are appointed by the Secretary of Defense? (7569 para.6) (6) My friends at the Army Corps of Engineers are very concerned that NSPS will be used to force civilians to deploy to combat areas such as Iraq i.e. they will be forced to quit or be fired if they refuse to deploy to combat areas. How can you ensure that the NSPS will not be used as a silent draft of the civilian workforce such as that which is happening to the people in the Guard and Reserves?
