After attending the seminar at Norfolk Naval Base, it is very apparent that this plan has not been well researched. The performance for more pay is a great idea with one big catch. There is no way to regulate what is known as the "Good Ole Boy" status. If one is in this status one may receive pay raises and bonus throughout the year from the supervisors. But most employees at Norfolk Naval Shipyard feel that this is a very unfair system. In other words those on top will just get more and still stay on top. How will the supervisors and upper management be regulated? Also I am very offended that a person of less than two years in a military/civilian employment area has come up with a scheme with very little knowledge of military operation or even the civilian employment. Might as well make Seaman Recruit Wilson, USN Secretary of defense, they have the same level of experience as the person that was selected to dream up this program.......
