How is it possible to claim that this regulation is consistent with E. O. 12988? The proposed regulation does not clearly state the effect on the regulations established under the provisions for overtime towards exempt and non exempt employees, does not clearly explain the procedures for classifying positions, does not discuss how pay bands will be assigned to positions or how funding for the pay banding will be provided. The proposed regulation should provide all of the information in every spot that the term or variation of the term DOD issuance is used to avoid providing the real information.
