Comments:

"Rigid, inflexible rules hinder DoD's ability to act without delay to meet mission needs and manage from total force perspective" What rules are being referred to and what specific mission objectives are not being met? How is giving the lower level supervisor all the power to determine pay, advancement, retention resulting in favoritism, low morale, lost motivation and goal going to help DOD meet it's mission needs? I don't even see how this would benefit the high level decision makers which leads me to conclude that NSPS is just another way of breaking the civil service system just like the numerous RIFs, consolidations, A-76 Studies, BRAC, oursourcing to contractors...etc. All to make way for total privatization of government functions.
