Rigid, inflexible rules hinder DoD's ability to act without delay to meet mission needs and manage from total force perspective How is pay for performance going to provide flexibility and improve the ability to meet mission needs. If anything, it will distract the managers and the employees focus away from accomplishing the mission and devoting much of their time defending their job security and livelihood.
