Subpart C Section 9901.355 How can you set pay retention of employees since the rules and regulations haven't even been illustrated yet? In other words, how can you keep this quiet before you know whether or not this policy will go into effect? Myself, I don't feel that is fair nor do I have a good feeling about what the rules will illustrate once this new system goes into effect (if it does).
