Subpart C Section 9901.361 I don't feel the Secretary of Defense should have total control of the pay, overtime and benefits for federal employees. That means the Secretary can do whatever he/she pleases regarding funds toward the military and their support services. If the Secretary doesn't like a particular activity and favors another installation, he can provide additional funds to his favorites and leave the others with nothing. That wouldn't be right. I think the determination of funding for the military and support services should remain with Congress being the deciding official(s).
