Comments:
This proposal is a direct violation of the Congressional directive that preserves collective bargaining. At a time when the budget is already way out of align, this proposal would at great cost, rewrite a system that is already in effect. The fact that this proposal would give the Secretary of Defense unilaterial power to appoint as many member to the review board as desired, violates Congress's requirement that ensures independnet third party reviews of the Department's labor relations decisions. Please vote NO to this proposal.
