I have been a civil servant for over 30 years and am proud of it. I believe that pay banding is a huge step backwards. Civil service reform was implemented to take away favoritism and political favorites. Even with this reform in place, awards and promotions are unfairly given. I fear that with the new system this will only compound the problem. Especially with the restrictions on grievance procedures and the practical elimination of a union. The General Grade system was put in place to ensure that long term employees who are happy in their jobs will still be rewarded with increases in pay periodically. The new system does not have this. When a raise is put into the hands of a supervisor it is open to fraud (bribery?) and abuse. I don't care how much training supervisors will get, they are not going to change their ways that have served them well for years--supporting their friends and taking care of them and ignoring the hard workers who really support the team effort. No good can come of this, especially the way it is being forced down everyone's throats so rapidly.
