I do not believe that the NSPS will solve any of the problems within the Civilian work force of the U.S. Government. I also believe that management does not know what the real problems are, so let me share what I observe. First, when a person is promoted to a supervisor role there is no check and balance to ensure they have or will have the credentials to supervise. Most all GS13 & GS14 supervisors I know continue to work as they did when they were non-supervisor, they do not know how to delegate, perform personnel actions, evaluations, or interviews they just keep doing what they know how to do and that is do the work. Second, the military leaders also have not been trained in the management of civilians and tend to have expectations as they would with their uniform subordinates. I do believe that the current system does not need replaced but we only need to properly train the supervisors. If the same levels of lack of compliance that supervisors are trained today are practiced with the NSPS system then the same problems will still exist and will have wasted tons of tax dollars.
