Comments:
The regulation is to retain aggregate pay amounts as in the current GS system through 2008. What happens after 2008? How will funds required to pay aggregate salaries be established after 2008 that is different from how funding is determined now? How does management set control points to determine how much of the pay pool can go toward annual salary increases vs one-time bonuses and still ensure there will be enough in the budget in future years?
