One of the arguments for redesigning the appraisal system is that written standards at the beginning of a rating period are too inflexible. Inflexible standards are not the fault of the appraisal system. It's the fault of the supervisors/managers using them. Supervisors have the authority to change standards, as long as sufficient time remains in the appraisal period to implement the standards and the ratee is informed. It's hard enough to get supervisors to do mid-course reviews, let alone re-write standards 3 or 4 times a year. Also, many standards are dictated by upper management, assuming that all subordinates should be saddled with their standards. Don't blame the system when the fault lies with the people implementing it.
