The ability to establish quantifiable goals/objectives is limited in government service. Manufacturing and repair work at depots is highly quantifiable, but its difficult to quantify most government work. It's even more challenging to quantify Behavior. While I agree that behavior and character has an impact on one's ability to perform, I think any expectation on DoD's part that standards for these appraisal areas can be quantified is naive. Our appraisal system is subjective, not objective. We all need to admit it and allow for that subjectivity in any appraisal system we arrive at.
