Employees rated as unacceptable will not receive the Local Market Supplement. Withholding the Local Market Supplement becomes an adverse action for poor performance. Tying a Local Market Supplement to performance in any way makes it no longer a pay supplement; it becomes a reward and would better belong in the performance pay pool. Don't tell employees that their career choice makes them more valuable on one hand, then link that added value to performance on the other.
