Comments:
I have little argument with many of the provisions in the regulation providing DoD with the authority to establish such things as pay banding, revised appraisal system, easier hiring/firing, more flexible assignments and job requirements, etc. I, like others, don't trust DoD executives and managers to implement this authority for the benefit of the taxpayers and employees. To get more meaningful feedback from the public, suggest you start deciding how you intend to exercise this authority and allow comment on the implementation.
