After reading about the new NSPS for DFAS employees, I am more concerned than ever about "favoritism", and the empowerment of 1st line supervisors to exercise it freely. I am sure you have read more comments than you expected in regards to the expected escalation of the illegal practice of "favoritism" in promotions / awards / assignments. You should expect a huge surge in this practice, and a huge decline in morale among the good workers who will be adversely impacted by it.
