QSI's? Promotions? End of rating cycle performance awards? Incentive Awards? What are those? We don't get them in this Navy regional organization; we are told that there's NO money for that. We look forward to our cost of living increases in January and any step increases we might have as that's ALL we get no matter how well we perform. The new system awards 1, 2 or 3% for being good performers? That doesn't even equal a step increase! I can already see the money going to the supervisors, not the under GS-9 support personnel who actually keep the organization humming and viable. We also NEED Position Descriptions that spell out exactly what we do. It's already damaging that we get clipped by that "other duties as assigned" statement - many of us are doing work of higher grades but not being compensated for it now. The way the proposed system reads is that we can be reassigned duties AT ANY TIME to support the mission. How to tell if those duties should be in a higher pay band? Who is protecting the employee? And the supervisors sitting down with the employees and working with them to design their job duties? What a joke! My supervisor is on travel 60% of the time and I work on my own. I get verbal kudos, nothing else.
