Pages 7556 You say that you conducted ten meetings with employee representatives from up to 41 unions since the inception of NSPS. I believe that means you've had ten meetings with representatives in about 2 years, or about one every two months. Yet, you've briefed the Secretary and the Director on an almost weekly basis, and had working group SMEs sit in meetings for periods of up to three weeks at a time, on numerous occasions. Why did you not afford the employees and their representatives the same consideration in formulating this proposal?
