Pages 7557 Why would the secretary want to be involved with such low level runnings of the department? Does he not have enough to keep himself busy with the strategic aspects of his job, like the global war on terrorism, and Operations Iraqi Freedom and Enduring Freedom? This is micromanagement to the max.
