Reference the paragraph on Relationship to Other Provisions of the Law, on page 7558, you say that DoD provisions must be construed to promote the swift, flexible, effective day-to-day accomplishment of the critical national security mission of DoD. But previous to this statement, you say that NSPS must be credible, trusted, clear, open, and accountable. It sounds like you are paying lip service to the credible and open part, but in reality because of the excuse of national security, you are deliberately saying you must keep things secret. These two statements are in conflict.
