You say that NSPS will preserve the merit principle of equal pay for work of equal value with appropriate consideration of national and local rates paid by employers in the private sector. Why do we need NSPS to do this? There is already a law on the books that says government employees (both military and civilan) should be paid comparably to their counterparts in the private sector, yet every year the President refuses to uphold this law and increase our salaries. The gap between private sector employees and civil servants and the military widens further every year. I can't see how NSPS will reduce or eliminate this pay gap. In fact, I see in several instances where the Secretary can reduce salaries, and not pay civilans what they would have received had they not been converted to NSPS. So much for equal pay for equal work, and merit principles.
