Under National Security Compensation Comparability, page 7559, you state to the maximum extent possible employees pay will not be less under NSPS than what they would have received under their current systems. Why will this not be the same? Monies are already budgeted for salaries - every department, agency and other organization know (or have a very good idea) of what their labor rates will be next FY. Will the secretary divert salary monies to pay for other expenditures?
