General comment: I think that NSPS is going about it the wrong way. I think that employees that have been in 25 years or more should have an option to retire early. So a younger, motivated workforce can cycle through. I don't think pay per performance is effective. Often times, employees suffer from "system burnout" because of dead end positions. The current personnel department, from my experience, has a high standard qualification process that has to be analyized and repaired efficiently. Every time I try to speak to a HR specialist, they tell me why I can't qualify for promotions instead offerring solutions for professional development.
