Comments:
The NSPS is inappropriate and illegal pertaining to DOD. DOD has been working fine under the GS system for decades and suddenly it gets thrust into this law which really should apply to the transportation workers and new workers only. It is unfair and unreasonable to think that DOD employees are suddenly going to go along with this proposed system. DOD employees will fight this illegal action to the bitter end and never accept it.
